Variants

PaddingTooLarge	Any padding strictly larger than 7 bits MUST be interpreted as an error
InvalidPadding	Any padding that does not correspond to the most significant bits of EOS MUST be interpreted as an error.
EOSInString	If EOS is ever found in the string, it causes an error.
